Premium sessions with Tim Spencer-Lane of the Law Commission
We have teamed up with Tim Spencer-Lane of the Law Commission to offer some highly specialised premium sessions.
Tim is a lawyer who specialises in health, social care, mental health and mental capacity law. He works at the Law Commission, which is an independent body responsible for keeping all of the law of England and Wales under review.
He was responsible for the Commission’s review of the Deprivation of Liberty Safeguards. A final report and draft Bill were published in March 2017. Tim was previously in charge of the review of the regulation of health and social care professionals. This proposed a single legal framework for the UK’s nine regulators including the GMC, NMC and HCPC. The final report, including a draft Bill, was published in 2014. Tim was also responsible for the Commission’s review of adult social care. The final report was published in 2011 and formed the basis of the Care Act 2014 and the Social Services and Well-being (Wales) Act 2014. He is the author of the "Care Act Manual" (second edition 2015, Sweet and Maxwell), General Editor of the Encyclopedia of Social Services and Child Care Law, and contributes to Cross on Local Government Law.
Tim is also a member of the statutory committee of the General Pharmaceutical Council and a freelance writer for Lexis Nexis. He was previously the policy adviser to the Law Society on mental health and disability law.
Tim regularly speaks at national conferences and seminars on behalf of the Law Commission. For example, this year he is addressing the Mental Health Law Association’s national conference and the Royal Society of Medicine’s conference on patient safety. He is an associate lecturer at the Open University since 2000 where he teaches social work law. Tim is also a lecturer with Kingston University where he teaches on the best interests assessor course.
